Steering Committee Meeting Procedures                2/27/02

 

The purpose of the Steering Committee is to receive input from the event participants, formulate policy, and review/approve/reject proposals brought before it.  Therefore, meetings should be brief, to the point and any decisions properly recorded.  The meetings are not intended to be "rap" or "bitch" sessions; but to decide future direction.  Decisions recorded for the Committee will be binding until reversed or superceded by the Committee at a future date. 

 

Robert's Rules Unless Otherwise Specified Below

1) Open Meeting

2) Record of Attendance (determination of quorum, >50% Committee members)

3) Presentation of status reports and old business.

4) Review of needs for upcoming events.

5) Review of proposals for new policies, rules, organization.

Proposed change should be formally presented in a way that everyone understands what is being proposed and why.

Discussion of proposal with each person allowed a first comment before rebuttal responses or follow up comments made.   Persons requesting to speak should signify by raising their hands. A motion (and second) is required to bring the proposal to a vote.  Vote may be to accept, reject, or table for further review.  Voting by Committee members only.   Vote will be recorded and included in the minutes of the meeting.  Proposals should be placed on the agenda BEFORE the meeting starts.

6) Close formal meeting.

7) Discussion and socializing will follow the formal meeting if desired.

 

NOTES:

It is the responsibility of the person making the proposal to provide all information and do the background work for the proposal.  The Committee should not be expected to analyze every possible concept that might be possible.  Well thought out proposals with the background work done will receive more attention.  Remember that something concrete and specific has to be proposed for it to be approved.

 

Proposals that may affect the scoring or outcome of a competition series must be applied to the next future series.  Proposals for such changes that are rejected by the Committee may not be brought up again for the same future series. 

 

Proposals changing the scoring system, the series system, or classing should include an analysis of how the proposal would have affected the events of the past year.  It is expected that worthwhile proposals will "correct" some problem seen in the past and will not have created a new problem for the same set of data.  Such proposal should cover how the effort used for the scoring method will be impacted.
